Shanghai, Jiangsu, Zhejiang Implement 144-Hour Visa-Free Transit Policy for Certain Nationalities

|经国务院批准，自1月30日起，在上海各开放口岸以及江苏省南京航空口岸、浙江省杭州航空口岸，对51个国家持有效国际旅行证件和144小时内确定日期、座位前往第三国（地区）联程客票的人员，实行过境免办签证政策。过境外国人可选择从上海海、陆、空港口岸或者南京航空口岸、杭州航空口岸任一口岸入境或出境，在上海市、江苏省和浙江省行政区域内免签停留144小时。此项政策作为公安部支持上海科创中心建设的出入境政策措施之一，将为上海打造具有全球影响力的科技创新中心和长三角区域民航、旅游及经济发展发挥积极作用。||The State Council has approved, effective January 30, a visa free policy at each public port in Shanghai, Nanjing (Jiangsu Province) airport, and Hangzhou (Zhejiang Province) airport. It will cover nationals holding international travel documents of any of 51 countries who have tickets for connecting flights with confirmed seats and departures times within 144 hours, departing for third countries (or regions). Foreigners in transit may choose to enter and depart through Shanghai’s sea, land, or air ports, or through the airport in Nanjing or Hangzhou. They may stay without a visa for 144 hours in Shanghai Municipality, Jiangsu Province, and Zhejiang Province. This policy is one of the exit and entry measures being implemented by the Ministry of Public Security to support the development of Shanghai as a center for science and innovation, becoming an influential, worldwide science and technology innovation center, and energizing civil aviation, travel, and economic development activities in the Yangtze River Delta.|
|据介绍，自2013年起，上海、杭州、南京陆续获批实施72小时过境免签政策。此次实施的上海、江苏、浙江144小时过境免签政策是我国第一个跨省级行政区域的过境免签政策，并呈现出许多新亮点。过境免签的时间大幅延长，由原来的72小时延长至144小时，使到长三角地区的外国人能够有充裕的时间从事商务、旅游等短期活动，促进入境旅游市场发展；过境免签适用口岸类型增加，由原来单一的空港口岸扩大到上海空港、海港、铁路口岸和江苏南京禄口机场、浙江杭州萧山机场，便于国际旅客选择更加便捷的交通运输工具过境中转，促进上海航运中心建设和航空枢纽建设，发挥三地航空口岸国际航线的作用；过境免签人员的停留区域范围扩大，将符合过境免签政策人员活动范围由只能在三省市各自行政区域内停留扩大到上海、江苏、浙江三省市所在的长三角区域，既满足了过境旅客的实际需求，也将对长三角区域科技创新人才流动，长三角区域经济发展发挥积极作用。||As background, beginning in 2013, Shanghai, Hangzhou, and Nanjing in succession obtained approval for the 72-hour visa free transit policy. This new 144-hour visa free transit policy is the country’s first inter-provincial level transit visa policy, and it presents many advantages. The visa-free period has been prolonged from 72 to 144 hours, allowing foreigners in the Yangtze River Delta abundant time to engage in business activities, travel, and other activities. The policy promotes development of the incoming travel market. The types of ports where visa-free entry is allowed are increased, from one airport originally to now include Shanghai’s airports, sea ports, and rail ports, as well as Nanjing Lukou Airport (Jiangsu Province), Hangzhou Xiaoshan Airport (Zhejiang Province), making it more convenient for international transit travelers to choose from among more transportation options. The policy promotes the development of Shanghai as a shipping and aviation center, making the most of the three locations airports and international aviation routes. The policy increases the geographic area where visa-free entrants can stay, allowing persons meeting the policy’s requirements to move about within three province-level administrative areas in the Yangtze River Delta, including Shanghai, Jiangsu, and Zhejiang, thus meeting their needs and helping increase mobility of talent in the fields of science and technology innovation in the Yangtze River Delta, as well as developing the region’s vigorous economy.|

For purposes of consistency, the list of 51 nationalities that can participate in the new 144-hour visa free transit policy will be the as under the existing 72-hour visa free transit policy: Austria, Belgium, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Italy, Latvia, Lithuania, Luxembourg, Malta, The Netherlands, Poland, Portugal, Slovakia, Slovenia, Spain, Sweden, Switzerland, Russia, Great Britain, Ireland, Cyprus, Bulgaria, Romania, Ukraine, United States, Canada, Brazil, Mexico, Argentina, Chile, Australia, New Zealand, South Korea, Japan, Singapore, Brunei, United Arab Emirates, Qatar, Saudi Arabia, Croatia, Bosnia and Herzegovina, Montenegro, Macedonia, and Albania.|
