|北京市教育委员会关于幼儿园、中小学接收来京投资、创业人员子女借读若干规定的通知||Notice of the Beijing Education Committee Regarding Measures for Enrolling in Kindergarten, Elementary, and Secondary Schools the Children of Certain Parents Coming to Beijing for Investment and Innovation|

|各区县教育委员会：为进一步优化首都投资和人才环境，加快首都发展，给来京投资、创业和工作的海内外人士子女提供开放、公平、便利的入学机会，特作如下规定：||To: Education commissions of each district and county: These measures have been formulated for the purpose of optimizing the capital’s environment for investment and talent, accelerating development, providing open, equal, convenient opportunities for enrollment to children of certain parents coming to Beijing for investment, innovation and employment:|
1. For persons holding Beijing work-type residence permits (including foreign [university] students in Beijing with work-type residence permits), who are employed by high-tech enterprises, private technology enterprises, local headquarters of multinational enterprises and their research and development institutions, and senior executives of enterprises invested by Hong Kong, Macau or Taiwan, and returned overseas Chinese, if their children need to study in Beijing kindergarten, elementary and secondary schools, shall directly contact the nearby kindergarten, elementary and secondary schools by providing their Beijing work-type residence permit for approval before enrollment. If there are difficulties for children’s enrollment in kindergarten, elementary and secondary schools, parents shall contact the department-in-charge of the district/county education committee for coordination and arrangement.
Each kindergarten, elementary and secondary school shall enroll those children whose parents’ Beijing work-type residence permits are official and valid, issued by Beijing Human Resources Department, in accordance with the place of residence, period of validity, and the children’s name list indicated on the work-type residence permit as well as limitation of liability of schools(kindergarten). If there are difficulties with enrollment, you should report to the department-in-charge of the district/county education committee for coordination and arrangement.
Students who are enrolled under these regulations should fill in a study registration form requested by the elementary or secondary school. The study period will be same as the validity period indicated on the Beijing work-type residence permit. A temporary school registration will be provided. During the period of study, these students will be treated same as children and students who have Beijing household registration, tuition fee will be exempted; when participating in student activities, student organizations, evaluation and selection of excellent students, awards and punishment, these students will be treated same as the other students who have formal school registrations; during period of study, these students can be assisted in applications for school transfer and elementary or secondary school entrance exam; when leaving school, they should be issued a certificate of study, indicating the grades and terms of study, performance, and grades. Those who qualified for graduation or completion of study, will be issued a diploma or certificate of completion with an annotation of “study on a temporary basis.” Children of parents who are residents of Hong Kong, Macau or Taiwan, can choose whether to attend school political activities, and are exempted from exams on political subjects.
2. Children of parents who are residents of Hong Kong SAR, Macau SAR or Taiwan with long-term residence in Beijing, and children of returned overseas Chinese who obtained foreign permanent residence, may apply to study in schools for children of foreign personnel [i.e., international schools].
Children of returned overseas Chinese who obtained foreign permanent residence shall apply to schools for children of foreign personnel by providing their foreign permanent residence certificate. The school will then apply to the Beijing Education Committee Foreign Cooperation and Exchange Department by submitting the following documents: copies of students’ parents’ certificates and their employment certificate from Beijing work unit, copies of students’ foreign permanent residence certificate and passport for approval before enrollment.
Students shall pay relevant fees in accordance with school’s charges items and standard after enrollment.
3. For parents holding residence permits for foreigners, if their children need to study in Beijing kindergarten, elementary or secondary schools, they shall directly contact the nearby kindergarten, elementary or secondary school and providing the residence permit for foreigner before enrollment. If there are difficulties for children’s enrollment in kindergarten, elementary or secondary schools, parents shall contact the department-in-charge of the district/county education committee for coordination and arrangement.
Foreign students who are enrolled in elementary or secondary schools will be treated the same as students who are holding household register of other provinces, fill in study registration form. A temporary school registration will be given. The study period will be same as the validity period indicated on the residence permit. When participating student activities, student organizations, evaluation and selection of excellent students, awards and punishment, these students will be treated same as the other students who have formal study rolls. When leaving school, the student will be issued a certificate of study, indicating studied grade and period, performance, and grades. Those who qualify for graduation or completion of study, will be issued a diploma or certificate of completion with an annotation of “study on a temporary basis.” If they need to transfer to another school or move up to an elementary or secondary school, these students should apply to the new school by providing their residence permit. Elementary and secondary schools shall charge based on the regulation of No. 260 released by State Administration of Commodity Prices, that primary school students shall pay 3000 RMB per semester, junior school students shall pay 4600 RMB per semester, senior school students shall pay 6000 RMB per semester.
Elementary and secondary schools should make relevant administration regulations and train relevant staff when enroll children of foreign nationals who are holding Foreigner Residence Permit; report and file to the district/county education committee and district (county) Public Security Bureau about the administration regulations, administrators and teaching staff for foreign students. District/country education committee should file in written to Beijing Education Committee within 1 month after each semester begins about the enrollment of children of foreign nationals (Filing forms will be separately provided). Schools with proper facilities, shall provide mandarin and foreign students’ mother language teaching and training. Foreign students may start classes in the halfway of the semester, may not attend school’s political activities, and are exempted from the exams of subject of politics.
The district/county education committees should coordinate with the foreign affairs departments and public security bureaus to strengthen the enrollment administration to children of foreign nationals with long-term residence in Beijing, provide enrolling convenience and ensure the stability of the overall situation. Relevant staff shall strictly follow foreign affairs disciplines. Enhance training of laws and regulations to them and make relevant administration regulations.
|四、各中小学直接从境外招收外国学生，仍按北京市教育委员会、北京市人民政府外事办公室、北京市公安局颁发的《关于印发北京市中小学接受外国学生管理工作若干规定的通知》（京教外002号）执行。||4. Elementary and secondary schools that directly recruit foreign students from abroad shall follow the Notice Regarding Publication of Rules on Managing Enrollment of Foreign Students in Beijing Elementary and Secondary Schools released by Beijing Education Committee, Foreign Affairs Office of Beijing Municipal People’s Government and Beijing Public Security Bureau.
